If too much tax is withheld during the entire year, of course, you get a refund. Therefore, you can plan to withhold money than you actually owe in order to get a big refund.
However, you need to review your federal and state withholding information to ensure that it reflects to your current tax situation. In case you got married or have a child, then you need to update your withholding information to get a big refund.
